The purpose of this assignment is to compare and contrast global policy and priorities with a view to the contexts and influences on health policy. In your comparison, you will identify which stakeholders and priorities may have predominated in the decision-making, and why.

What in the World is Going On? Contexts of Decision Making: In this assignment, you will examine a variety of tables that illustrate health-related public expenditure internationally and compare and contrast why an issue is different in one political jurisdiction compared with a second jurisdiction.

Instructions
1. First, review the tables provided from Figures 9.1 a, b, c and d, examining expenditure on health and health determinants at a % of GDP in your course textbook. (Bryant, 2009, pp. 246-8). Choose at least two countries from this list for your comparison.
2. Choose a policy issue and let your Faculty Member know your choice.
3. Building on the skills and techniques you used and developed in the Module 2 discussion activity, identify the actors (individuals) or agents (those who act on behalf of individuals or groups) likely involved in the issue in your chosen countries, and then compare these with the Canadian context and data.

4. in the next stages of your comparison:
A. Identify what the stakes are and how goals for the health expenditure priorities may be determined.
B. Consider the influence of politics, markets, civil society, research, corporations, and media in appraising why and how policy decisions have been different (or the same) in different countries.
5. Prepare a 2-4 page report (maximum 1500 words), that highlights your comparisons. Use the following marking criteria to determine what areas you should focus on and for a suggested format.

You must proofread your paper. But do not strictly rely on your computer’s spell-checker and grammar-checker; failure to do so indicates a lack of effort on your part and you can expect your grade to suffer accordingly. Papers with numerous misspelled words and grammatical mistakes will be penalized. Read over your paper – in silence and then aloud – before handing it in and make corrections as necessary. Often it is advantageous to have a friend proofread your paper for obvious errors. Handwritten corrections are preferable to uncorrected mistakes.

Use a standard 10 to 12 point (10 to 12 characters per inch) typeface. Smaller or compressed type and papers with small margins or single-spacing are hard to read. It is better to let your essay run over the recommended number of pages than to try to compress it into fewer pages.

Likewise, large type, large margins, large indentations, triple-spacing, increased leading (space between lines), increased kerning (space between letters), and any other such attempts at “padding” to increase the length of a paper are unacceptable, wasteful of trees, and will not fool your professor.

The paper must be neatly formatted, double-spaced with a one-inch margin on the top, bottom, and sides of each page. When submitting hard copy, be sure to use white paper and print out using dark ink. If it is hard to read your essay, it will also be hard to follow your argument.
